I have added many outlook.com accounts to Mail without problems just by using the Add Account dialog and typing in email address then password. Same way you add google or yahoo accounts.

How are you doing it?

Outlook app (not the one in Office) is free. Not as good as Mail but free.

it work fine with the app specific password, I have my throw away account for tasks you need an email account for and tasks I really don't care about etc, that uses hotmail which obviously uses exchange to log-in so i could not understand why it was not working when the password on the outlook account was correct, when the second account has always just logged in on every mail app without trouble.
