Family member not able to use iCloud storage

I have family sharing with my husband and I bought 2TB storage specifically to help him clear photos off of his phone. However, he doesn’t seem to be able to access it. I’ve double checked that I am sharing with him, but when I check to see how much he is using, it says he isn’t using any. His phone says his 5gb of iCloud storage is full. He doesn’t seem to be able to use my 2TB. He’s tried logging out and logging in again, but it is still not available to him. He can’t update his phone’s operating system because he has not space on his phone.

To be clear, even if you sort out this issue, iCloud is not a place to clear photos off his phone.


It is a syncing service designed to keep his photo gallery the same between iCloud and his phone. It is NOT off device storage.


There is an optimization feature, which will reduce the storage needed on his phone significantly, but not totally.

We did finally get my storage to show up on his phone (although we have no idea what we finally did that worked). However, he needs to get photos off of his phone to update his operating system. From what I just read, he needs to update his operating system to use iPhoto. Is there a way to make certain when he deletes the photos on his phone, they are not deleted from iCloud?
