Can I search for photos by location using iCloud Photos?
(not the Photos App on my iMac desktop)
I don't see that availability in the sidebar.

I don't see a search function in iCloud.com/Photos. That's the problem.
The search function in the Photos app is in the sidebar but not in the Cloud.
Maybe it isn't available in the Cloud / Photos.
