Apple watch unable to hard reset

I am unable to hard reset my apple watch series 5..i forgot my passcode and it shows that reset and pair again and it is not connected to my iphone and also its not their on i cloud..when i hard reset it...a wheel comes there and its keep spinning and after some time the normal screen appears that reset and pair again..please help me what i can do..any solution??

Try this;

To force reset your Apple Watch, press and hold both the side button and Digital Crown for at least 10 seconds, then release both buttons when you see the Apple logo.

Wait a few seconds, then hold down just the side button until the “erase all settings” prompt shows up on the screen, then click it, then click the little green check button.
