My brand new unboxed unlocked Iphone 11 Pro Max (fully paid for and purchased in the U.S via a mobile carrier) was stolen from a hotel room in South Africa. What assistance can I get from Apple to recover it/have it traced or have it replaced? My mobile carrier insists they really cannot assist much because the phone was an unlocked phone.

Apple does not assist those that lost a device. Since you didn't activate it there is no way to track or trace it.
Nothing you can do as Apple has no responsibility to replace it.
