Restricted calls

I can’t make or receive calls or txts from numbers not in my contacts without creating a contact for that number. How do I fix this??

iPhone 11, iOS 13

Settings > Phone > make sure Silence Unknown Callers is off

Repeat for Messages (Filter Unknown Senders)

If that doesn’t work, check with your carrier
