As I stated MUCH earlier (in my update)... I fixed MY issue.
Mine stemmed from the fact that although (as you can see from the image), Content Caching is NOT selected but when I went ahead and selected it... the "Share: Internet Connection" box was indeed checked. How it was selected is beyond me because I've NEVER been to this functionality...
Anyway... I unchecked it and my problem was solved. It could've happened in the bevy of updates Apple issued.

To trouble shoot further you can:
Try a SafeBoot https://support.apple.com/en-us/HT201262
Takes noticeable longer to get to the login screen, does a 5-15 minute disk repair before it fully boots up, and certain system caches get cleared and rebuilt, including dynamic loader cache, etc. Login and test. Reboot and test will take a little longer as caches get rebuilt.
See if this makes a difference in Preferences.
To open Content Caching preferences, choose > System Preferences, click Sharing, then select Content Caching.

Try quitting System Preferences and relaunching it. Does that clear up the inconsistent view? If not, run this command in a Terminal window: AssetCacheManagerUtil status
