Cannot upload RAW photos to iCloud on my pc - tells me jpeg format only

I am running Windows 10 and use iCloud through my Google Chrome browser currently. When I try to upload my RAW format photos stored on my pc to the iCloud I get an error message telling me that only jpeg format photos can be uploaded. I want to be able to access the RAW images from the Adobe Lightroom App on my iPad. The solutions I’ve found are for transferring on a Mac & don’t seem to apply. Please help!! I use my iPad for almost everything & I keep seeing videos & such telling me how but that only if the raw images are already in the iCloud. Thanks!
