My App Store notification bubbles started showing one more than the number of apps that can be updated. I do Update All and after all apps are updated, a bubble of 1, remains. It would seem there must be a message I need to acknowledge Somewhere in the App Store but I can’t find it anywhere. What am I missing?

Unless you have created two different Apple IDs (one for iCloud and one for AppStore&Itunes), yes it should be the same.
Are there any risks associated with loving out and back in?
No, you're not deleting anything, just "disconnecting" from your Apple ID.
Do not forget to restart your iPhone after signing out.

Have you tried to sign out from your Apple ID, restart your iPhone, then sign back in to your Apple ID?
