iOS 13.3.1 update on iPhone 8

Hi there, this morning I updated my iOS on my iPhone 8 to version 13.3.1. It seemed to be working fine but now my phone is frozen on "Software Update Complete. Your iPhone has been updated to iOS 13.3.1 at the bottom of the screen is a continue button. When pressed that down load icon appears in the top right of the screen and spins eternally. It has been a few hours now and I can not perform a hard reset either. Help!
