I bought a second hand ipad 3rd generation when I try to purchase app it says ipad not compatible.Wonder why?

More than likely the app requires an iOS higher than the one you have. Your profile show iOS 8, and there are no iPads that run that that could be updated to the newer iOS. Go to Settings>General>About>Model and provide that information.
The iPad 3rd generation, which was released by Apple in 2012, is limited to iOS 9.3.5.
The current version is iPadOS 13.3.1.

I also have a ipad mini but it works perfectly and can install any app, I only wanted to install netflix and youtube on the ipad 3rd generation but looks like it won’t happen

Correct. Netflix requires iOS 12 or later. YouTube requires iOS 11 or later.

Yep, that's iPad 3rd generation which cannot go beyond iOS 9.3.5. That's a pretty out of date device now and if you wanted Netflix and YouTube, you won't be able to run either on the device.
