Payment Method

Hi,

My Payment Method (Visa) is expired and it have some dues, I want to replace it with new One,

the problem is i am now in different country (Region), because of that apple not accepting my new card and not allowing me to change the region country as well (because of the dues)

is there any way to settle my dues rather than adding payment method?

I think if I have settle my dues then i can change the region and add my new visa card.
