It looks like you already havwe set up your phone. Please see the Apple document below, the section that says

Some people have fixed this by signing out of iCloud, restarting their device, and then logging back in. That hasn't worked for everyone.
I have new id password but cannot get things to work on my phone. It says to log in again and then stops on continue. What more can I do?
It says to update Apple ID settings or some services will not be available until I sign in again. This goes on and on. If I hit continue it doesn't do anything
