iCloud account access

I had an apple account while I was in another country and I made an account with the county that I was in number and I know the password and everything but I can't have the access to the account because the number is not available any more the confirm message can't be sent to that number and I can't update my apps without that account please help me I can't change the account phone number to my current phone number
