From what I've read is that Siri is still continuing to use suggestions even though they are turned off in Settings. I'd like to help. If you're calling up Siri, the suggestions from there would still work as expected. As stated in this article: Siri Suggestions, Search & Privacy
"You have choice and control
You can control Siri Suggestions in Settings > Siri & Search. If you do not want Siri Suggestions to send your information to Apple, you can turn off Siri Suggestions in Siri & Search. Safari Suggestions can be turned off in Settings > Safari.
You can see and control the full list of features that Siri personalizes and apps that Siri suggests shortcuts for in the Siri & Search section of Settings. To stop apps from contributing information to personalize Siri, go to Siri Settings to disable the Learn from this App toggle in Siri Settings for each app. You can also control here whether Siri can send you suggestions in Search or on the lock screen for each app".
If you don't want to bring up Siri by the Home Button, you'll need to turn it off completely.
