where did iTunes to?

I just upgraded to a MacBook Pro 16 inch in December 2019 and cannot download iTunes?? I am told it is not compatible--I have all apple devices, but am not paying for Apple Music---what does this mean? Is Apple forcing me to "pay" to get to my music I purchased???
