Change in the order of text & pictures while texting

I don't know for sure when this changed, but it used to be that you could text, and then as part of the text, insert a picture - IN THAT ORDER!

Now when you text, when you also want to include a picture in your text, the picture always comes BEFORE the text. For many texts - this order doesn't make sense.

Any reason why this changed? The only option I have discovered to work around it is to send a text and then send a picture separately. Is there another way to order them in the way that we want in a single text?
