iOS 13 Causing Charging Failure for iPhone SE

I have an iPhone SE that I recently updated to iOS 13. Now, it does not want to charge. It completely died the other day, and I have now had the phone on my usual charger for probably close to 24 hours, and it is still stuck on the dead battery screen. The phone will not power on or charge beyond this point, and it only does it now that I have updated the software. What is causing this? Can it be fixed?
