eSim is not supported

My brand new iphone 11 gives an error message

"Mobile Plan can't be set up; eSIM installation is unsupported on your device"

when i try to set up the eSIM via QR Code.

setting up the eSIM manually does not work either as the 'Add Cellular Plan" option does not exist in settings.

Tried a factory reset but does not work.

Did you buy this iPhone from China, Hongkong or Macau? then you will not have e-SIM

eSIM on iPhone is not offered in China mainland. In Hong Kong and Macao, only iPhone XS features eSIM. Learn about using Dual SIM with two nano-SIM cards in China mainland, Hong Kong, and Macao.

Have you tried these suggestions:

Using Dual SIM with an eSIM - Apple Support

Note:

To use two different carriers, your iPhone must be unlocked. Otherwise, both plans must be from the same carrier. If a CDMA carrier provides your first SIM, your second SIM won't support CDMA. Contact your carrier for more information.

Does your primary carrier support eSIM?
