Thanks for reaching out to the Apple Support Communities! I understand you'd like to know how you can create a Reminder and would only like to see the ones which are due today.
If this is correct, you can select how you'd like to view your reminders in the new Reminders app on iOS 13, but there is not a way to hide any which have not yet been completed. With this version of Reminders you can choose to view reminders due only today, the ones which are scheduled for another day, as well as all reminders, or only the flagged ones. If you have not upgraded your Reminders app, check out this article before updating: Get ready for the new Reminders app. You should still see a "Scheduled" tab even in the previous version of Reminders. On the Scheduled tab you'll see all the reminders, but they are broken out by date.
