carrier charges display comes up but disappears instantly

I have an iphone x(13.3.1). Issue is whenever I make a call or send a message the carrier charges display comes up and then it disappears instantly. Changing the sim didn’t work. I did factory resetting also. That didn’t work either. How can I fix that?
