Photo not saved on iCloud

Hi! Hope someone can help me!

few weeks ago my iPhone 7 got stolen. When I bought the new iPhone 8 I just couldn’t wait for having back all my pictures..it is the only reason I was super sad about. But nothing!! When I signed in on the iCloud there were just notes and all the contacts saved but no pictures. Even one!! How is that possible? I’m so desperate! I really would like get all my pictures back.. it’s all my memories. May please someone help me?

In order to view what is on icloud.com you would need to sync photos to it by doing this click here Set up and use iCloud Photos - Apple Support

If by icloud you mean you backed up to it click here How to back up your iPhone, iPad, and iPod touch - Apple Support

then you do this Restore your iPhone, iPad, or iPod touch from a backup - Apple Support

If you didn't back up your device, then those pictures are gone.
