Cannot connect to WiFi without SIM card in iPhone

I just moved from iPhone 6S to iPhone X. Everything appears to be working on the iPhone X. I also moved the SIM card from 6S to X, but now I am not able to use the 6S to connect to my WiFi. Do you have to have an active SIM card to connect to WiFi?

Hello WiFi_without_SIM,

Welcome to the Apple Support Communities, and it appears you want to use an iPhone 6s with no SIM and just Wi-Fi. I'll explain.

If setting up the iPhone for the first time, the iPhone does have to have a SIM card in it. Once you've completed the set up, you can remove the SIM card and still use Wi-Fi.

If you need help connecting to Wi-Fi, please see this support resource: If your iPhone, iPad, or iPod touch won’t connect to a Wi-Fi network

Best regards.
