There are a number of reasons your phone could be displaying this symbol. Typically, it's an indication that an app or process is transmitting data over the network. This could be anything from an app using Background App Refresh to check for updates and new content (as described in Switch apps on your iPhone, iPad, or iPod touch - Apple Support), to music streaming in the background.
Even though there are a variety of reasons for that symbol to appear, it is also possible there is a hang-up somewhere along the way that is causing it not to turn off. We might not be able to figure out what is exactly causing it, but we can troubleshoot to try to find a solution. I'd suggest using the below steps steps, in order, testing between each:
