Thanks for you answer. The following explains my situation a little more thoroughly.
iTunes for Mojave is 12.9 and for High Sierra it is 12.8. The library for 12.9 is in a format that 12.8 can not read. Of course you can always rebuild the library from scratch but lose all your playlists, genres and ratings. When you launch iTunes 12.9 with the library from 12.8 it will automatically rebuild the library. When you try to go the other way 12.8 replies that the library is in and unreadable format and advises software updates. I am unable to update my High Sierra machine due to legacy software that will not run under Mojave. For now I am making copies of my library from iTunes 12.8 to play on my Mojave machine but, if I rate songs or add playlist getting them ported back to High sierra requires work around and time.
