UK VAT Relief for disable persons

Hope you are doing well.
I am Abdul, My daughter is a special kid, she is non verbal. i am planning to buy a iPad as package with Proloquo2Go app installed to help her to improve her communication with others.
The Proloque2Go App design to help non verbal kids to use pictures to communicate their needs, and they to use iPad as a device to communicate with others. and it is quite expensive app cost £250 and iPad mini cost around £399. total £650.
When i checked with UK HMRC team they told me i can get VAT tax relief on total purchase if i buy the iPad as a package along with Proloque2Go app installed and when i cross checked with Apple support team they told me that i can get VAT Tax relief on this purchase in the Apple store. But when i visited the local Apple store the store manager told me they don't have any system to support my purchase and discount the VAT amount.

General use computer equipment including laptops, tablets and e-Readers can only be bought VAT-free if they’re sold as part of an assistive technology package, with certain applications that may assist disabled people such as voice recognition.
Could you please help me if you know how to get the VAT relief on this purchase. i can't afford to buy this product but it is essential product for my non verbal daughter to communicate her needs.
Apple team please help me out on this.
