As your iPad and Pencil are almost new, you would be best advised to return to your retailer and seek test and replacement as appropriate. One or other likely have a fault.
Thanks for your reply, the pencil and iPad are both less than a month old.i was just concerned that it would lose any charging capacity after such a short time.
Perhaps more important to you, instead of focussing on the “maximum” charge value reported by the iPad, is the Pencil’s actually battery-life when in use. Unless the Pencil is new (or nearly new), as with any rechargeable battery, the battery will lose capacity over time. Consider that the battery itself is very tiny.
One Pencil I have here will seemingly charge to 100%, as reported by the iPad, but will drop to about 80% within minutes of staring to use it. However, the battery remains usable for many hours of use - or many days of intermittent use. This example is several years old, but in practice still very usable.
If your Pencil is within its first year - and is not fully charging - it might be worth exploring replacement by Apple. A visit to the Genius Bar at your local Apple Store will discover if Apple will entertain a warranty exchange. If over a year old, then maybe your Pencil is behaving as might be expected.
To maximise battery life (i.e., usable time before its usefulness becomes limited, just keep it regularly charged. Never, ever, allow the pencil to remain at 5% or below for more than a day or so - else it may completely fail.
