You can't. At least not from the iTunes store or Netflix.
The 2019 4k iMac is not supported for 4K streaming from those sources.

Apple TV 4K is a physical streaming device that is designed to be connected to your TV, no it cannot be connected to your iMac as there is no need to. The question does not make much sense. What exactly are you trying to accomplish?
If you are trying to view content from the Apple TV, then that is already possible on an iMac without the Apple TV.
iTunes Store content can be streamed directly through the Tv App and the Music App, and any other 3rd party offerings, such as Netflix or amazon Prime, would be accessed through their own websites.
