I'm getting this message but according to my settings I have over 17GB (out of 32GB) available--see screenshot

You iPad threw up a message indicating your are nearly a gigabyte short of being able to install iPadOS.
During the install their is a point where there needs to be a data buffer amount where part of the OS download/instsller gets stored in the iPad's internal storage while it is trying to do the complete install of iPadOS.
A full install of iPadOS is over 8 GBs.
So, you need enough room for iPadOS, plus some, that is needed as a data buffer in the iPad while the OS is installing in the iPad.
You simply do not have enough room to install iPadOS 13, as it stands.
You need to free up another 1 to 2 GBs somewhere to make sure you have sufficient room to install iPadOS.
That is what you need to do.
So, if you can, backup all your current data in your iPad, first, then start deleting things I recommended in my other reply post.
Another option.
Do you own a real computer with iTunes installed on it?
You could try upgrading your iPad by connecting your iPad to a full computer, connected to the Internet, and do the iPadOS upgrade through iTunes and let iTunes download and install iPadOS into your iPad and you do not need to worry about making additional storage space on the iPad to install the full iPadOS.
iTunes will install exactly what is needed directly to your iPad without any extra needed data space buffer on the iPad.

I was trying to do the update using iTunes on my 2 yr old MacBook Air when all this started.
You're welcome. I’m glad to hear that you were finally able to install the update.
If you own a newer iPad ( your hardware signature states a 9-year old iPad 2 runnung iOS 9 ) that is either running iOS 11 or 12, , a 32 GBs iPad only has a practical, usable internal storage space of between 19-20 GBs after formatting, full installation of iOS/iPadOS and needing to maintain a minimum of between 2-3 GBs of free internal data space for iOS/iPadOS to function at an acceptable, nominal performance level.
Your iPad maybe close to full and not have enough sufficient internal storage space to fully install iPadOS 13.

What iPad/iPad model do you own and what version of iOS is it currently running?
A full iPadOS installation is around 8 GBs and you need additional data buffer space while the inatallatuon is progressing.
Your iPad, currently, has less than 8 GBs left for internal storage.

A 32 GBs iPad after formatting starts out at apps. 29 GBs.
A full installation of iOS/iPadOS today is between 7 and 8 GBs. This leaves between 21 and 22 GBs.

Looking at the details from iPad storage, the 13.4GB "used" includes 7.6GB for the system, leaving 5.8GB being used by apps and data. I just totaled the amounts for each app+data and it agrees with the 5.8GB. So I have 7.6GB for the existing system + 18.6GB (32-13.4) not used=26.2GB "available". Are you saying that is not enough to upgrade?? And to free up space I have to remove apps/data of which only 4 are greater than 500MB? I understand I may be the only luddite who is trying to get by on 32GB, and am probably <0.1% of Apple's market so not worth trying to help in a reasonable way. If that is so please just say so. It just boggles my mind that a device with 32GB can only let me use about 20% of that for apps and data.
Demo, thanks, and I do wonder if something else is going on. I'm out of time right now but will take another look later.
