how to rearrange favorites

...on ios 13.3 in safari. I have a long list of favorites and would like to rearrange how they display.

iPhone SE, iOS 12

View and organize your bookmarks

Tap , then tap the Bookmarks tab.

To create a new folder or to delete, rename, or reorder bookmarks, tap Edit.

Tap, hold and drag the bookmark to to place.

Did you try tap, hold and drag the bookmark to to place where you want it?

OK. I do that and then I am staring at the same long list of bookmarks all with a red circle with a - in it that allows me to delete the bookmark, but nowhere, nohow a way to re-order them.

I would be happy if they showed up in the same sequence as on my iMac, but they dont.

BTW, all my bookmarks are in favorites and within that there are some sub-folders

Yes. From the favorites screen: tap only always opens site; tap+hold also opens site. Neither case allow me to re-sequence the bookmarks.

From the favorites screen, after tapping edit, i get the responses described earlier.

So if you are certain that the methods you described are the means to my purpose should I deduce that my new iphone 11 pro is defective???

I just tested on my iPad. I opened the Bookmarks sidebar, selected the Favorites folder, and did not press Edit. I pushed on a Bookmark and held it. I was then able to drag it where I wanted it in the Favorites folder.
