Using eSIM and regular Sim - not working

I do have two Sims installed - regular sim from Golan telecom (Israel) and Rogers eSIM

rogers eSIM works well , but when I add voice only golan telecom activation plan - it is not able to register on cellular network

when disabled eSIM line/plan, still sim plan not registered

when insert SIM card into iPhone 6 , sim registration successful, I can send receive messages/voice calls

is it something wrong with iPhone 10?
