See if you can recover the ID/password.

Apple ID - How to find your Apple https://support.apple.com/en-us/HT201354 An iCloud e-mail address is an Apple ID.

Apple ID - Find https://iforgot.apple.com/appleid#!&section=appleid

Enter the Apple (iCloud) ID and click Forgot Password.

Apple ID - Manage https://appleid.apple.com/#!&page=signin

Recycle that iPhone.

If you want to try to re-use it, you’ll need to get the screen repaired.

That iPhone is not disabled, it’s activation locked. You have what is in effect or is actually a lost or stolen device. This mechanism is is a theft deterrent, and it wouldn’t be an effective deterrent if it could easily be bypassed. Only the password to the Apple ID holding the activation lock can clear this, or with proof of original purchase and matching ID and a trip to Apple. And you’ll need to get the screen fixed to enter the Apple ID password.
