Were you using iCloud Keychain on the previous phone? See this link --> Set up iCloud Keychain - Apple Support

if the phones has the same ios version you can restore the new one with the backup of the old one

otherwise best you can do is to sync them with the same icloud account

Then you're out of luck, sorry.
