Your English is fine. There have been posts by people who have contacted Apple Support and they were told that if you delete an ID associated with an email address, you can never reuse the email address for an Apple ID. You will need to get another e-mail address to use as your Apple ID.
You won't be Able to use the deleted Apple ID again for any purpose, even as an alias for your new Apple ID as I recall. But, I wonder if this approach will help you. Use email aliases on iCloud.com https://support.apple.com/guide/icloud/use-email-aliases-mm6b1a490a/icloud

Aren't you signing in here with your Apple ID? Are you using someone else's? You have to be using someone's Apple ID to sign in here.
