I am trying to install pictures to my iPad with a lightning to card camera reader and cannot install. I was able to do this around Christmas and now I cannot. I have a card reader that I have had for a while tried it but did not work so I purchased a new one, that one will not work either. What is my problem?

I still have no idea of the installed version of iOS, so from the information provided I must assume that you are using iOS 12.4.4/5. You can check this in Settings > General > About. If you have not updated to this version, you should do so.
If your Lightning to SD Card Card Adapter is not operating as expected, you should force-restart your iPad:

If you have an iPad Air running iPadOS 13.3.1, then you have an iPad Air 3rd Generation (a.k.a. iPad Air 3). The suggested advice, to force-restart your iPad, is still the best initial step towards resolving the problem.
I have an iPad air! My card reader is the lightning card reader! I plug the card reader in the put my SD card. And nothing happens! That is my problem!

I tried the force restart twice and it still is not working:
