I bought new iPad 10.2 2019 with iPadOS 13. I have bluetooth mouse, that I successfully paired with iPad, I have done all of settings, included buttons mapping, speed and type of a cursor etc.
My question is, how to change scroll direction by scrolling wheel of the mouse from "natural" (scrolling up -> text scrolls down) to "normal" (scrolling up -> text scrolls up).

Switch off the following setting.
Settings>General>Trackpad & Mouse>Natural Scrolling

To change the scroll direction Go to settings> genreal> trackpad and toggle the natural scrolling switch.
Go to Settings > General > Trackpad & Mouse
There you can change the scroll direction.
Make sure to update your iPad to the latest iOS release to have this option available.
EDIT: Speaking of scrolling, I forgot to scroll down and see that someone already provided the correct answer..

Yes, maybe, but my brain is not able to accept that :-)
It's easy, just imagine you have direct contact to the screen when you scroll.
It will takes a day or two and it will comes naturally.
Apple lets you change the scroll direction for mice in MacOS, but they default to 'natural' scrolling. I always change it to normal scrolling.
This is the correct answer.
