I have Apple watch series 3 38mm, and after updated to watchOS 5.3 3 months ago (with my iPhone Xs), it gave me the Erase all content and settings option, and it loop failed every time I tried.
It always stuck at around 75% from completion.

Try this;
Press and hold both the side button and Digital Crown for about 10 seconds, then release both buttons when you see the Apple logo.
Wait a few seconds, then hold down just the side button until the “erase all settings” prompt shows up on the screen, then click it, then click the green check button.

At a round 75% of loading ring , it stuck again
P/S: I have to put the watch to the docking while restating. If I hold both crown and slide button outside the dock, it show only the apple logo and turn off screen after few seconds.
Have you tried this;
On a computer, go to iCloud.com and sign in with your Apple ID.
Go to Find Iphone.
Select All Devices, then click your Apple Watch.
Click Erase Apple Watch.
Select Next until the device is erased.
Click the remove button next to your Apple Watch.
Yes, I've tried and my watch removed from my account completely months ago.
My watch still in the warranty period but I can't send it to Apple in Vietnam because my friend gave it to me without bills
I've searched a lot an find many people have the same problem
I think my side button not work correctly and make the loop happen again and again...
