Nope. Unless you have Find My iPhone properly enabled you're out of luck. You cannot track any iOS device by its IMEI.

Technically, AT&T can, but they will require a court order to do so.
Enen thought it is being used with att theres noway to track it
Did you not set up Find My iPhone on your device?
Report it stolen to the police and the police can get a court order to have AT&T track it.
