Immediately delete shortcut in finder not working
The Command + Option + Delete shortcut in finder doesn't do anything for me. If I want to delete a file immediately, I have to instead use the menu option. Is there anything I can do to fix this?

I just tried this and it doesn't seem to work either. Additionally, the shortcut given in Finder > File menu says it is Command + Option + Delete. I've had the keyboard viewer open when I've tried to execute these combinations and it shows that all my key presses are definitely registering, but it's just that the combination of keys themselves aren't deleting the file immediately and surpassing the bin.
You can Try resetting NVRAM/PRAM http://support.apple.com/kb/ht1379 no harm there, no data loss.
To trouble shoot further you can:
Try a SafeBoot https://support.apple.com/en-us/HT201262
Takes noticeable longer to get to the login screen, does a 5-15 minute disk repair before it fully boots up, and certain system caches get cleared and rebuilt, including dynamic loader cache, etc. Login and test. Reboot and test will take a little longer as caches get rebuilt.
This test will tell you if third party interference; extensions etc are not loaded in safe boot mode.
Test issue in another user (or guest user) account https://support.apple.com/en-us/HT204443
This will tell you if it a universal issue or isolated to your user/admin account.
