is there a way I can turn on and off my roku tv with my Apple TV remote ?

Not directly, but indirectly: By putting the Apple TV box in sleep mode, it can send a signal of this changed state to the TV through HDMI-CEC. Then the TV may listen to that and react by doing the same. To activate this feature, turn on HDMI-CEC on both devices.
