Esim roaming charges

Despite solely using my esim when roaming, my local carrier is charging me roaming fees. What am I doing wrong? I put the esim live as soon as I get on the plane, I don't have data switching on, but I still get charged. When I look at the control panel, my esim is always connected showing LTE with nothing for my other sim. I'm very frustrated. Thanks in advance.
