PDF Form Fill Not Working Using Catalina

I have a PDF document with form fields that I have been able to fill out in the past using Preview. Since upgrading to Catalina, I cannot fill out any part of the form.

If I open the same PDF document on an older MacBook Pro using El Capitan, I can fill out the form without any problem.

I have tried a couple of other PDF reader/editors, but none of them fill out the form fields as easily as Preview using El Capitan.

Any insights are appreciated.
