Whenever I try to add a cross dissolve in get an error that "There is not enough extra media beyond clip edges to create the transition." Since the clip is about 15 minutes, this does not seem correct. How do I get the transition to work?
You need to what is known as Media Handles.
This means that the in or out points are not at the extreme start or end of a clip.
Move the in/out points to a few seconds after the in point and before the out point.
Search for Media Handles as there is much info on this forum.

Are you saying the transitions don't work anymore? I can just drop transition in and have the just work? BTW I couln't find any reference to using "handles" instead of transitions. What should I be looking for?
