1. No, this is a user to user forum, you are not addressing Apple. You can enter your phones serial number at Check Your Service and Support Coverage - Apple Support and verify it yourself.
2. No, Apple Care with Theft and Loss coverage must be added while you still have the device.

What you are proposing is Insurance Fraud, and is illegal.

If your AppleCare account is saying your device is still eligible for it, then that also means you do not have it. And no, you can never add insurance to something after it has already been stolen.
