I have the same problem on a new 2 week old IPad. I have multiple tasks turned but must picture in picture be turned on also?

I've tried With P&P on and off still same result.

I bring up the dock and app will not move. If I hold it long enough I get the same jitter motion to move app.

Have you tried a simple hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons?

You are mistaking this procedure for an Erase All Contents and Settings found in the Settings app Under General > Reset, which that is something completely different.
