In general you can simple include the URL <http://> or <https://>
associated with the image. Mail is not a web page—some readers only read plaintext anyway so any formatting would be lost. Don't waste your time/

A link to a signature image is the whole discussion here... hence you cannot do that in Mac Mail... hope that is now clear
So much of what we do here in the ASC Bluestripe1 —is read between the lines.
dialabrain succinctly pointed out the fact:
you never mentioned in your OP —links associated with an image in your Mail Signatures.
The more precise your question, the more precise the answer....
Above I gave you a link to creating HTML signatures—here you have much more control over Signatures/ and yes hotlinks associated with images—by far this is the best tutorial on the subject, and yes it requires a little work on your part.
This is a historic and on-going issue/complaint of Mac Mail.app but a proven resolve for your way forward.

You may have to have your image sitting on a outside server so it can be accessed via the WWW and your html code.
There would be no way of linking the image locally if it sat on" your personal computer" (unless you ran your own server locally.)
This is not an issue if you are admin/ run a server / or have FTP access to your own website/ or have someone who manages your website for you and can place the image on a server for universal/URL access.
Case in point— I have 4 different business/ and 4 different websites —all these associated mac mail signatures include images that hotlink when clicked back to the website.

+1. The key is that the image must sit on an Internet facing server that provides a persistent link. Google Drive will eventually change prior assigned link addresses, so it is not recommended for this purpose.

You could always just use an email client that has an html editor. Or, you can choose not to dump a bunch of garbage on your recipients.

FWIW, you can in fact add a link to an image. I've done it myself. What you can't do is add a link to a signature image.
A link to a signature image is the whole discussion here... hence you cannot do that in Mac Mail... hope that is now clear
Actually nowhere in your question or your follow up posts did you mention signatures. You only mentioned images, which you can do. If you meant signatures, you should say so.
