Notifications not being pushed while on do not Disturb??

So I just noticed that when I have my Apple Watch set on “do not disturb “ I don’t get any notifications being pushed to my watch and all of them are eating for me on my iPhone , was this a new change on watchOS 6.1.3??

*i understand that while on DND my watch should not make a sound or tap my wrist my last I remember my notification should still appear if I swipe down on the screen,

*i did numerous resets already on my watch and still no fix 😔 AW 4
