Have a look at > If your Apple wireless mouse, keyboard, or trackpad isn't working as expected - Apple Support
If that doesn't help, you have free phone support for 90 days or more if you purchased Apple Care.
I spoke with apple support, I did try and charge both keyboard and mouse, but I guess not long enough, I found an old mouse with wire and that got me started. thanks everyone. Apple should have instructions that not only do you switch on green, but charge too/!
I'd sugest getting touch with Apple Support, they have an 800 number here in the US. (800)MYAPPLE. You also have 14 days to return it for a full refund (but under the circumstances withstores closed) they might extend that.
If you want to continue to troubleshoot it yourself, try plugging in a usb keyboard and mouse.
The wireless keyboard and mouse do not use Wi-Fi, they use BlueTooth. Look in System Preferences - BlueTooth and ensure BlueTooth is turned on.
Did you try restarting one the switches were on?
I turned on both switches
switches green on keyboard switch is green on mouse
and still can’t move the cursor and have no response with the keyboard

I cant get into system preferences. All i have on The screen is the mouse cursor that doesnt move. And diagram of mouse switch and keyboard switch which are both lit up green
Do you have some antivirus app(s) installed?
OK, glad to hear it's sorted!
At the risk of being insulting (and I will apologize in advance) but the one step missing in the link that @BDAqua provided is the step where you slide the power switch for each device to the ON position with the little sliver of green showing behind the switch.
