You can't. MS Outlook is a 3rd party app. Contacts stored in or synced to the Outlook app are not available to cores services of the phone.
You would have to sync those contacts with the contacts app on your phone in addition to or instead of to Outlook.

Have you added your Outlook account on your Mac as well? You can check this via the below steps:

Am trying to make my contacts info in MS OUTLOOK available to the Apple Messages app. Currently only phone numbers will appear on my MacBook Air when i am in Messages, as compared to on my phone, which has the names.
