Can I place an order for an Apple Watch here in the US and have it shipped to an address in Germany?

Generally no, and you really do not want to do that.
1st a U.S. Apple Watch has a U.S. Warranty.
2nd if you are getting a cellular model, it will not work outside of Canada, U.S., Mexico and Puerto Rico.
You could login to your German Apple Store and order for delivery to your home in Germany, which should send you an Apple Watch warranted for Germany, and will have the correct cellular radio for Germany.
